Left tackle Cam Robinson and wide receiver Marqise Lee — both of whom are recovering from ACL injuries suffered in 2018 — are the only two players that head coach Doug Marrone expects to not be available for the start of training camp. Telvin Smith appears to be true to his word about sitting out the 2019 season. He did not report to mandatory minicamp, which then led to the Jaguars notifying Smith of an $88,650fine. If Smith were to file retirement papers, he would get protection from fines for missing mandatory team activities. This would also allow the Jaguars to open up a roster spot by putting Smith on the reserve/retired list, and he could still return the following season.
